Digital Literacy: 2026 International Conference at HCCT

On the morning of May 21, 2026, in Hanoi, Hanoi College of Commerce and Tourism (HCCT) in coordination with the Institute for South Asian, West Asian and African Studies – the Vietnam Academy of Social Sciences and the National Startup Association (VINEN) successfully organized the International Scientific Conference with the theme “Digital Literacy – Leveraging Educational and Training Institutions in the New Era”.

The conference was an important milestone affirming the pioneering position of HCCT in the digital transformation of vocational education and the development of Digital Literacy, while also demonstrating its capacity for international connection, enterprise connection and the creation of a modern digital training ecosystem. The event was organized in a hybrid in-person and online format, attracting more than 300 domestic and international delegates.

In the context of the Industrial Revolution 4.0 and Artificial Intelligence (AI) strongly reshaping all aspects of global economic life, this event to enhance Digital Literacy was organized by HCCT in response to the National Digital Transformation Program and the Resolutions of the Party and the State on science and technology development, creating a solid stepping stone to realize the “Digital School” project.

Pioneering position and capacity to create an integrated education ecosystem for Digital Literacy development

The fact that HCCT chaired and coordinated the organization of a large-scale international conference on Digital Literacy with the attendance of diplomatic representatives from more than 14 countries, state management agencies, research institutes, universities and leading technology enterprises continued to affirm the reputation, connectivity capacity and increasingly elevated position of the College in the education and training ecosystem of the Hanoi Capital.

Why does an educational institution directly under the Hanoi People’s Committee have sufficient capacity and prestige to organize an international-level event like this? The answer lies in more than 60 years of building and development and the deep integration strategy that HCCT has persistently pursued.

In recent years, to promote Digital Literacy, the College has constantly expanded, establishing a solid international cooperation network with a series of developed countries such as Australia, South Korea, Japan, the Federal Republic of Germany, the United Kingdom, New Zealand, Singapore, along with strategic partners in the Asia – Europe region. Not stopping at academic diplomacy, HCCT has proactively stayed ahead of trends, broadly applying digital technology to governance and teaching, while establishing close relationships with the business community.

It is this solid foundation of professional capacity, sharp strategic vision and constant aspiration for innovation that has helped HCCT become a trusted gathering point for global experts, capable of initiating and leading academic forums of international stature.

Gathering global knowledge and visions from international diplomats

The special highlight that contributed to the success of the conference was the presence of the Ambassadors Extraordinary and Plenipotentiary, Charges d’Affaires and Heads of Diplomatic Missions from countries around the world, including Kazakhstan, Turkey, Azerbaijan, Pakistan, Sri Lanka, Bulgaria, Belarus, Thailand, Egypt, Mozambique

The large presence of the international diplomatic corps together with leaders of the Ministry of Science and Technology and the Hanoi Department of Education and Training created a multi-dimensional dialogue space, sharing valuable lessons and experience in digital transformation and Digital Literacy development at the national level.

Speaking at the conference, H.E. Kanat Tumysh, Ambassador of Kazakhstan to Vietnam, expressed deep admiration for the rapid advances of Vietnam‘s digital economy. From his country’s practice, the Ambassador shared the success of the “Digital Kazakhstan” strategy, the presidential scholarship program Bolashak in building human resources with high Digital Literacy, and the super app “KASPI.KZ” that changes people’s consumption habits.

Through the forum at HCCT, the Ambassador of Kazakhstan expressed his wish to promote pillars of cooperation with Vietnam in the fields of artificial intelligence research, digital trade and the building of smart education systems.

Adding a profound perspective on the philosophy of digital transformation, H.E. Korhan Kemik, Ambassador of Turkey to Vietnam, affirmed that the current digital transformation process has gone far beyond the scope of technology alone to become a national strategic priority.

The Ambassador of Turkey emphasized a core message: the digital future needs innovation but must be human-centered. Equipping the young generation with Digital Literacy does not stop at skills in using machines, but also encompasses ethical governance, data protection and ensuring equal opportunities to access technology for everyone.

The strength of the three-horse carriage: the State, the School and Enterprises

The sustainable development of the digital education ecosystem cannot be separated from the linkage among stakeholders in society. In his opening speech at the conference, Dr. Dinh Viet Hoa, Chairman of the National Startup Association, offered a meaningful comparison through the image of the “three-horse carriage”.

He said that to make digital education advance quickly and far, and to nurture comprehensive Digital Literacy, there needs to be synchronous coordination among the orientation and legal corridor creation of the State, the research and training foundation of the School, and technology resources and practical needs from Enterprises.

This spirit was vividly demonstrated right at the conference through the accompaniment of a series of leading technology and education partners and sponsors. Application of Artificial Intelligence: The solution to the problem of personalized learning

One of the key contents attracting the attention of experts and lecturers at the conference was the in-depth presentation session on “AI University” presented by expert Hoang Tieu Binh, representative of CMC University.

The presentation provided a comprehensive view of models, applications and practical experience when bringing AI into the higher education environment to strengthen Digital Literacy for students. According to the expert from CMC, AI technology is not intended to replace teachers, but will become an effective supporting tool to optimize the teaching process. The application of AI allows educational institutions to build personalized learning pathways, suited to each student’s ability and pace of learning.

In particular, the flipped classroom model (Flipped classroom) combined with a virtual assistant (AI Tutor) is opening up a completely new educational method, where students proactively self-study theory and spend class time solving practical problems.

The deployment of artificial intelligence practice rooms (AI Labs) and the inclusion of new skill groups such as Prompt Engineering and AI Ethics in the curriculum are assessed as mandatory steps to ensure output quality and fully develop Digital Literacy.

From the macro philosophies and practical experiences distilled at the conference, Hanoi College of Commerce and Tourism is demonstrating strong political determination in concretizing its development strategy.

Answering the press on the sidelines of the event, Dr. Trinh Thi Thu Ha, Rector of the College, affirmed that the successful organization of this large-scale international conference was one of the first strategic steps. Through distilling the most advanced global knowledge and experience in education governance, HCCT will urgently establish and implement a standard task framework, creating momentum for a breakthrough for the “Digital School” project in the following academic years.
