On the morning of May 21, 2026, in Hanoi, the Hanoi College of Commerce and Tourism (HCCT) coordinated with the Institute for South Asian, West Asian and African Studies under the Vietnam Academy of Social Sciences to organize a major event. It was the international scientific conference with the theme “Digital Literacy – A Lever for Education and Training Institutions in the New Era” co-organized with the National Startup Association (VINEN).
The conference is an important milestone affirming the pioneering position of HCCT in the digital transformation of vocational education. At the same time, the event demonstrates outstanding Digital Literacy through international connection, enterprise connection, and the creation of a modern digital training ecosystem.

The event was organized in a combined in-person and online format, attracting the participation of more than 300 domestic and international delegates. All took place in the context of the Fourth Industrial Revolution and Artificial Intelligence (AI) strongly reshaping every aspect of global economic life.
The event was organized by HCCT to respond to the National Digital Transformation Program and the Resolutions of the Party and the State on science and technology development. The Pioneering Position In Creating An Internationally Integrated Education Ecosystem And Digital Literacy
The fact that HCCT chaired and coordinated the organization of a large-scale international conference is clear proof of its strategic vision on Digital Literacy. The event was attended by diplomatic representatives from more than 14 countries, state management agencies, research institutes, universities, and leading technology enterprises.
This has continued to affirm the reputation, connection capability, and increasingly elevated position of the College in the education and training ecosystem of the Capital. Why does an educational institution directly under the Hanoi City People’s Committee have sufficient capacity and prestige to organize such an international-scale event on Digital Literacy?
The answer lies in more than 60 years of history of building and development, together with the deep integration strategy that HCCT has persistently pursued. In recent years, the College has continuously risen, establishing a solid international cooperation network with a series of developed countries around the world.
The list of typical partners includes Australia, South Korea, Japan, the Federal Republic of Germany, the United Kingdom, New Zealand, Singapore, together with strategic partners in the Asia-Europe region. Not stopping at academic diplomacy, HCCT has proactively stayed ahead, developing Digital Literacy by widely applying technology to governance and teaching.
At the same time, the College has established close relationships with the enterprise community. It is the solid foundation of professional capacity, sharp strategic vision, and constant aspiration for innovation that have helped HCCT become a trusted gathering point for global experts, capable of leading international academic forums.
Gathering Global Knowledge And A Vision For Developing Digital Literacy From Diplomats
The special highlight that made the conference successful was the presence of Ambassadors Extraordinary and Plenipotentiary, Charges d’Affaires, and Heads of Diplomatic Missions. The delegates came from many countries around the world, including Kazakhstan, Turkey, Azerbaijan, Pakistan, Sri Lanka, Bulgaria, Belarus, Thailand, Egypt, Mozambique…
The strong presence of the international diplomatic corps together with leaders of the Ministry of Science and Technology, Hanoi Department of Education and Training created a multidimensional dialogue space. The forum was a place to share valuable lessons on digital transformation at a national scale.

Speaking at the conference, H.E. Kanat Tumysh, Ambassador of Kazakhstan to Vietnam, expressed that he was deeply impressed by the rapid advances of Vietnam’s digital economy. Drawing from the practical experience of his country, the Ambassador shared about the success of the “Digital Kazakhstan” strategy.

In addition, the Bolashak Presidential Scholarship Program plays a role in building human resources with high Digital Literacy, while the super app “KASPI.KZ” has changed people’s consumer habits. Through the forum at HCCT, the Ambassador expressed his desire to promote pillars of cooperation with Vietnam in the field of artificial intelligence research and digital commerce.
Adding another profound perspective on the philosophy of digital transformation, H.E. Korhan Kemik, Ambassador of Turkey to Vietnam, affirmed that this process has now gone far beyond the scope of technology alone. It has become a national strategic priority. The Ambassador emphasized the message: the digital future needs innovation but must be human-centered.

Equipping the younger generation with Digital Literacy does not stop only at skills in using machines or software. This requirement also includes ethical governance, data protection, and ensuring equal opportunities to access technology for everyone in society.

The Power Of The Three-Horse Carriage In The Journey Of Enhancing Digital Literacy
The sustainable development of the digital education ecosystem cannot be separated from the connection among stakeholders in society. In the opening speech of the conference, Dr. Dinh Viet Hoa, Chairman of the National Startup Association, presented a meaningful comparison image of the “three-horse carriage”.

He said that to move digital education quickly and far, synchronized coordination is needed. That is the orientation and creation of a legal corridor by the State, the research and training foundation of the College, together with technology resources and practical needs from enterprises to develop Digital Literacy.
This spirit was vividly shown right at the conference through the support of a series of leading technology and education partners and sponsors. The presence of CMC Corporation, MISA Group, Phenikaa University or ILACA Digital School affirmed a strong commitment. These organizations not only supported the organization of the event but also committed to accompanying HCCT in redesigning training curricula.

Application Of Artificial Intelligence: The Solution To The Problem Of Personalizing Digital Literacy
One of the key contents attracting the attention of experts and lecturers at the conference was the in-depth paper presentation session on “AI University”. The main speaker was expert Hoang Tieu Binh, representative of CMC University, who delivered the presentation.

The presentation provided a comprehensive view of models, applications, and practical experience when bringing AI into the higher-education environment. According to the expert from CMC, AI technology is not intended to replace the teacher on the podium. Instead, AI will become an effective support tool to optimize the teaching process and develop Digital Literacy. The application of AI allows educational institutions to build personalized learning paths, suitable to the capacity and learning pace of each student.
In particular, the flipped classroom model (Flipped classroom) combined with a virtual assistant (AI Tutor) is opening a completely new educational method. In this setting, students proactively study theory on their own and spend class time solving practical problems.
The implementation of artificial intelligence laboratories (AI Labs) and the inclusion of new skill groups such as Prompt Engineering and AI Ethics in the curriculum are assessed as mandatory steps to ensure output quality.
HCCT’s Strategic Step On The Journey Of Building A Digital School
From the macro philosophies and practical experience distilled at the conference, Hanoi College of Commerce and Tourism is showing strong political determination. The College is making efforts to concretize the strategy for developing and enhancing Digital Literacy for the entire system.

To realize the strategies and visions mentioned above, one of the important highlights of the conference was the Signing Ceremony for Memoranda of Understanding (MOUs). The ceremony took place between Hanoi College of Commerce and Tourism and strategic partners. The international scientific conference “Digital Literacy – A Lever for Education and Training Institutions in the New Era” concluded successfully. The event did not stop only at academic exchanges but materialized into broad cooperation opportunities.
